Associated Press: The Kansas Senate has passed a bill backed by Gov. Mark Parkinson to pave the way for a coal-fired power plant in southwest Kansas. The 37-2 vote Thursday sent the bill to the House, where leaders said they also expect easy passage. The legislation contains renewable energy proposals backed by Parkinson.
